Plan Renove 2023 grants can be applied for as of 7 July

The aid corresponding to the Plan for the renewal of the National Park of Agricultural Machinery (Plan Renove 2023) can be applied for from 7 July until 15 September, in accordance with the model that will be available at the electronic headquarters of the website of the Ministry of Agriculture, Fisheries and Food.

The amount allocated this year rises to 9,545,350 euros (6.55 M€ in 2022), divided into a line of 3,545. 3,545,350 euros for direct seeding seed drills and 6 million euros for the rest of the equipment included in the call, which are tractors, self-propelled harvesting machines (for the application of phytosanitary products, for the application of fertiliser products, tanks for the localised application of slurry and for handling and loading) and trailed or mounted machines (fertiliser spreaders, plant protection product application equipment, crop residue and pruning shredders, and slurry tankers with systems for localised application of product on the ground (coulters and discs), flexible (hoses) or rigid pipes (for application right on the ground), as well as systems for localised application of slurry on the ground independently of the tanker.

If funds are still available on either of the two lines after the application deadline, they may be used to satisfy the waiting list. Requests will be dealt with in strict order of presentation, subject to cancellations in previous reservations that free up budget, without the need for a new call for applications. The possibility of continuing to submit applications will end on 15 September.

In the event that the aid is intended solely for the installation of an accessory for the localised application of slurry in a tank in use, the tank must have been registered in the Official Register of Agricultural Machinery, in the name of the applicant, at least since 1 January 2023. The investment shall include the purchase of the localised slurry application attachment and may include the cost of adapting the tank, if necessary.

The basic amount of the subsidy for tractors or self-propelled machines may be increased by 2,000 euros, with the most advanced emissions stage possible in their type-approval, and therefore the one that provides the premium, being Stage V. New tractors and machines must have been purchased on or after 25 June this year.

The MAPA considers it "fully justified" to continue to promote the renewal of the agricultural machinery fleet on the basis of criteria focused on "conservation agriculture". It stresses that trailed and mounted machinery must incorporate new technologies that allow more environmentally friendly farming techniques to be put into practice.

The purchase of new seed drills for direct sowing may be subsidised by scrapping traditional models, as well as new equipment for the application of fertilisers and phytosanitary products, provided that they have previously passed tests or received a positive report from laboratories designated by the MAPA to check the correct distribution of the product. To this end, obsolete plant protection and fertiliser application equipment will be scrapped. Similarly, harvest and pruning waste shredders will also be eligible, as well as slurry tanks and their accessories.
